The Netherlands has committed substantial financial and military support to Ukraine, including a 482 million Euro (approximately $520 million USD) investment aimed at strengthening Ukraine’s defense industry and initiating drone production. This commitment was announced during a meeting between Ukrainian President Volodymyr Zelenskyy and Dutch Prime Minister Mark Rutte in Middelburg, where President Zelenskyy was also presented with the Four Freedoms Award.
Prime Minister Rutte emphasized the Netherlands’ unwavering support, stating, “Ukraine can count on us. We continue to fight for sustainable peace in Ukraine.” He highlighted the importance of continued military assistance for as long as it takes to counter Russian aggression.
The agreement includes a partnership to develop Ukraine’s defense industry further, with the Dutch industry playing a key role. This collaboration is intended to benefit both Ukraine and the Netherlands, strengthening overall European capabilities.
New Partnership to Boost Drone Production
A central element of the Dutch support is the immediate commencement of a Ukrainian drone production project, funded by the new investment. The agreement also involves the transfer of a ship to the Ukrainian fleet, further enhancing Ukraine’s maritime capabilities.

He specifically acknowledged the Netherlands’ consistent annual assistance and support for Ukraine’s energy sector, including plans for joint efforts in protecting and rebuilding the energy system. Zelenskyy stressed that Russia’s war is not just against Ukraine but against the European way of life itself, requiring a robust and sustained response.
Recent Russian Strikes Underscore Air Defense Needs
The discussions occurred in the shadow of recent Russian attacks on Ukrainian cities, including Odesa, Kyiv, and Dnipro. President Zelenskyy reported that these strikes, involving multiple waves of missiles and drones, resulted in 17 deaths and over 100 injuries. He reiterated that the most critical need for Ukraine is a sufficient supply of air defense missiles, particularly for systems like Patriot.
“Right now in Ukraine, in Odessa, Kev, Denipro, and in other cities and communities, people are dealing with the consequences of another Russian strike. Yesterday, during the day, in the evening, at night, and in the morning, there were several waves of Russian missiles and drones. Sadly, there are people who were killed. As of now, we know of 17 people killed. My condolences to their families and loved ones. More than 100 people were injured.” – President Volodymyr Zelenskyy
Zelenskyy explained that while Ukraine’s air defense systems are effective, destroying over 90% of incoming threats, there is a severe shortage of interceptor missiles. He mentioned that systems like Patriot, Iris, and NASAMS are performing well, and on a recent day, Ukrainian aircraft and other systems destroyed all cruise missiles and over 600 drones targeting the country. However, the lack of anti-ballistic missiles remains a critical vulnerability.
Addressing US Aid Concerns and International Cooperation
When questioned about recent statements from a US Vice President expressing pride in reduced US aid to Ukraine, President Zelenskyy voiced hope that the US would not cease supplying essential systems. He noted that European funding, including that from the Netherlands, is being used for critical programs, some managed under NATO. Zelenskyy also highlighted the importance of European unity and coordination, especially given the risks of escalation in the Middle East.
The leaders also discussed strengthening sanctions against Russia and holding it accountable for its aggression, including the establishment of a tribunal. President Zelenskyy called for continued coordination among nations possessing air defense systems like Patriot to ensure a steady flow of assistance to Ukraine. He emphasized that this is a daily struggle for survival, and while specific deficit figures cannot be disclosed for security reasons, the Netherlands is a vital partner in addressing these needs.

Regarding Russian threats against countries providing military aid to Ukraine, Prime Minister Rutte dismissed them as intimidation tactics. He stated that the Netherlands and its allies would not be deterred and would continue to support Ukraine, emphasizing that Russia is losing economically and militarily. Rutte asserted that Russia only understands strength and that continued support, coupled with strong sanctions, is the most effective response.
