Europe’s Credibility at Risk Over Israel Stance, Spain Argues

Spain is warning that Europe’s global standing is suffering because the European Union is not taking strong action against Israel. The Spanish government believes Israel is violating international law.

Foreign Minister José Manuel Albares stated that the EU must clearly tell Israel that its current path is wrong. He emphasized that if Israel continues on a path of perpetual war, the EU cannot maintain relations in the same way.

Call for Suspending Key Agreement

Spain, along with Ireland and Slovenia, wants the EU to pause its diplomatic relations with Israel. Their main proposal is to suspend the association agreement.

This agreement, in place since 2000, gives Israel special trade access to the European market. Article 2 of this agreement specifically states it is built on respect for human rights and democratic principles.

Values in Question

Supporters of taking action argue that Israel’s actions in Gaza, military strikes in Lebanon, land annexation in the West Bank, and the adoption of the death penalty for Palestinians accused of terrorism go against European values. The UN’s Office for Human Rights has also urged the EU to suspend the association agreement. However, such a move requires agreement from all 27 EU member states, and unanimous consent has not been reached.

Key Member State Opposition

Germany, the EU’s largest member, has not supported suspending the agreement. Without Germany’s backing, Spain’s efforts are unlikely to succeed. This disagreement highlights a division within the EU regarding how to respond to Israel’s policies.

Shifting Alliances and Doubts

Despite the lack of EU-wide action, there have been some developments unfavorable to the Israeli government. Hungary’s Prime Minister Viktor Orbán, a vocal ally, lost power after his election defeat, weakening Israel’s support in that region. Italy’s right-wing government also announced it would not renew a defense agreement with Israel, signaling a potential shift even among traditional allies.

However, these individual changes have not translated into enough collective support for suspending the EU’s association agreement. Some member states question whether suspending the agreement would actually change the Israeli government’s policies.

Perception of Double Standards

The core issue for Spain and its allies is the perception of double standards. They argue that the EU applies different rules to different situations. When partners around the world raise concerns about the EU exercising double standards, the question arises: is the EU truly living up to its stated principles?

The Spanish government feels that if the EU does not act decisively, its credibility on the international stage will continue to erode. This is particularly concerning when comparing the EU’s response to Israel’s actions with its firm stance against Russia’s actions in Ukraine.
