Norway Pledges Strategic Partnership and Key Aid to Ukraine
Norway has pledged a strategic partnership with Ukraine, committing substantial aid for defense and energy security. Prime Minister Jonas Gahr Støre and President Volodymyr Zelensky announced an agreement solidifying cooperation, including significant contributions to air defense and energy infrastructure reconstruction.

Kyiv, Ukraine – Ukrainian President Volodymyr Zelensky and Norwegian Prime Minister Jonas Gahr Støre concluded a series of “substantive and very good meetings” in Kyiv today, solidifying a strategic partnership aimed at bolstering Ukraine’s defense, energy security, and economic resilience. The high-level discussions, which extended beyond initial bilateral talks to include a joint address, underscored Norway’s unwavering commitment to Ukraine, positioning it as a “strong defender of life” amidst Russia’s ongoing aggression.
Norway’s Comprehensive Support Package
Prime Minister Støre reiterated Norway’s commitment, stating, “We had a historic decision in February 2022 to actively support the defense of another country that was under attack.” This support has evolved from initial aid from Norway’s own stocks to a more strategic and substantial engagement. Norway is now among the leading contributors to crucial air defense programs, with a significant pledge of approximately 8 billion US dollars for support through 2026. This figure is expected to represent about 20% of Ukraine’s total Western assistance this year.
President Zelensky specifically highlighted Norway’s critical role in providing air defense, emphasizing the “irreplaceable” Pearl program, which has already secured 970 million US dollars for air defense systems. He noted the ongoing insufficiency of Patriot missile production in Europe and America, making Norway’s contribution to such programs vital. “We still don’t have enough Patriots, production in Europe is insufficient and in America as well,” Zelensky stated, underscoring the urgency of international support.

Energy Security and Reconstruction
A significant portion of the discussions focused on energy cooperation. Norway, a major energy state, is providing substantial support to help Ukraine navigate the challenges posed by Russian attacks on its energy infrastructure. This includes financing gas purchases for storage, which proved critical during the past winter, and investing in the recovery, decentralization, energy efficiency, and nuclear safety of Ukraine’s energy sector. Since 2022, Norway has provided over 1.7 billion US dollars for these energy-related initiatives.
“Norway and Ukraine are energy states. Yesterday, our energy ministers showed how your energy sector comes under attack because of Russian strikes. We are doing what we can to support your recovery,” Prime Minister Støre remarked. The energy ministers of both nations are set to maintain contact to formalize further cooperation agreements.
Strategic Partnership and Industrial Cooperation
The deepening relationship between Ukraine and Norway has been elevated to a “strategic partnership.” This new level of engagement aims to foster collaboration across various mutually beneficial areas, including joint weapons production. Zelensky expressed gratitude for Norway’s provision of NASAMS systems, stating, “We count on our relations remaining at the same level that will allow us to produce weapons jointly.”
Norway’s Prime Minister acknowledged Ukraine’s industrial development, spurred by wartime experience, as highly relevant for its partners. “What we are seeing now is that Ukraine’s own industrial development based on the experience you are gaining in the field. It is highly relevant for your partners to learn from,” Støre observed.
Addressing Russian Rhetoric and Future Outlook
During the press conference, President Zelensky addressed Russia’s renewed nuclear threats, attributing them to battlefield failures and political pressure. “Usually when Russia fails to win on the battlefield, they start looking for nuclear weapons on the territory of Ukraine,” he stated, dismissing the accusations as baseless and potentially a tactic to influence upcoming trilateral meetings.
Prime Minister Støre condemned the threats: “Threats of nuclear weapons are unacceptable. It should be very clear Ukraine was attacked. It is being struck massively with conventional weapons. Civilians are being hit. And I agree with Mr. President that any Russian threats must be rejected.”
When questioned about the war’s duration, Zelensky indicated that while diplomatic efforts are ongoing, including preparations for trilateral meetings with the US and potentially Russia, the core difficulties lie in the political will to end the war and the unresolved issues of territories. “The problem is political will to stop this war and the question of territories. These are the difficulties we have,” he explained. He anticipates discussions in early March, but stressed that territorial and political resolutions ultimately require leadership-level decisions.
Community and Future Aspirations
The presence of over 100,000 Ukrainian refugees in Norway was also a point of discussion. Prime Minister Støre praised their contributions to the Norwegian economy and expressed hope for their eventual return to help rebuild Ukraine. Regarding the sensitive issue of potentially sending Ukrainian men of fighting age back to Ukraine, Støre clarified that Norway does not send refugees home. “The mobilization process, the defense of Ukraine is a matter for Ukraine. It is not something we decide,” he stated, emphasizing that Norway aims to provide a stable framework for Ukrainian refugees while maintaining close contact with Ukrainian authorities.
The visit and the establishment of a strategic partnership signal a deepening of the Norway-Ukraine alliance, crucial for Ukraine’s immediate defense needs and its long-term recovery and integration into European security structures.
