In a recent press briefing, Ukrainian President Volodymyr Zelenskyy outlined critical measures being taken to bolster the nation’s energy resilience ahead of the next heating season, addressing concerns about potential Russian escalation and the impact of global oil price fluctuations. The President emphasized the importance of decentralized energy solutions and reinforced the need for regional accountability in preparing the country’s vital infrastructure.

National Security Council Focuses on Energy Infrastructure

The recent meeting of the National Security and Defense Council (NSDC) was primarily dedicated to safeguarding Ukraine’s energy infrastructure and strategic facilities. President Zelenskyy highlighted that while many regions have been proactively working on co-generation, alternative energy sources, and decentralized systems for several years, the capital city, Kyiv, had not yet presented a comprehensive resilience plan. He acknowledged the immense efforts made by all regions, particularly frontline areas, to overcome challenges during the past winter, including large-scale attacks on energy infrastructure.

“By March 1st, I gave the opportunity and asked all regions to prepare their plans or update them or prepare new plans,” President Zelenskyy stated, underscoring the urgency of the situation. He noted that while some regions had updated their plans, the past winter’s unprecedented challenges meant no one could afford to relax. With six to seven months remaining before the next heating season, significant protective and construction work is required.

Kyiv Faces Deadline for Resilience Plan

A key point of discussion was the unapproved resilience plan for the capital. President Zelenskyy expressed his expectation that each official would be held responsible for their duties. “The issue is simple. If the plan is not approved, the capital will face the same kind of winter again,” he warned, granting Kyiv an additional week to finalize and submit its plan. The President stressed that while financial resources, estimated at approximately 5 billion euros, are a challenge, the responsibility for facility protection lies fundamentally with local authorities.

Addressing Global Oil Price Volatility and Russian Exploitation

When questioned about the potential for Russia to profit from rising oil prices amid the conflict in the Middle East, President Zelenskyy acknowledged the possibility but pointed to measures being taken to counter it. “It wants to earn more amid this crisis and it will try to benefit from the increase in prices. of course, but there are different measures that can reduce their export capabilities,” he explained.

He cited the actions of the United States in not allowing oil prices to influence their decisions regarding tanker sanctions. “Not only sanctions, sanctions on tankers, sanctions on companies, sanctions on shipping entities, sanctions on captains, on crews and the ability to ensure these tankers are not released,” the President detailed, suggesting that a focused approach on the tanker fleet could significantly impact Russia’s export capabilities.

Comprehensive Strategy for Energy Facility Protection

Addressing concerns about Russia potentially intensifying its attacks on energy facilities, President Zelenskyy confirmed that a comprehensive plan is in place. While specific details regarding the location and nature of protection measures were not disclosed for security reasons, he assured that the plan, approved by the NSDC, includes multiple layers of physical protection, strengthened air defense, and electronic warfare systems.

“Some facilities are difficult to protect because of the scale because they are very large. You know here it is necessary to strengthen air defense systems and electronic warfare systems. We are doing that. This is also part of this plan,” he stated. He reiterated that as air defense capabilities might be strained due to global challenges, increasing physical protection is paramount.

Ukraine’s Stance on International Assistance and Negotiations

President Zelenskyy also touched upon Ukraine’s potential role in assisting other nations, particularly in the Middle East, with air defense. He acknowledged that while Ukraine cannot directly transfer weapons due to its own shortages, it can offer expertise and training. “Knowledge, expertise. They know they can come here. They received these signals to gain expertise on how to protect the civilian population. This is absolutely possible,” he said.

Regarding the negotiation process, President Zelenskyy clarified that strengthening the negotiating team, including the appointment of new personnel, was aimed at consolidating efforts and preventing fragmented communication channels with external partners. “I strengthened the groups. I wanted the Russians and the United States of America not to work through different channels regarding ending the war. That is why I brought together all the people they had been in contact with at one time or another. It was very important to me that everyone worked as one team,” he explained. He emphasized that national unity, both politically and militarily, significantly impacts Ukraine’s position in any negotiation process.

Reflecting on the past winter, President Zelenskyy noted that Ukraine draws conclusions daily.
