Ukrainian President Volodymyr Zelenskyy recently addressed the nation, focusing on the critical need to prepare for the upcoming winter and the ongoing challenges of securing funding and defense resources. Speaking in Zakarpattia, Zelenskyy emphasized the unity shown by Ukrainians throughout the past winter, a period he described as a significant test for the country. He extended gratitude to the military, civilians, and the Hungarian community for their resilience and support.
Winter Preparedness and Defense
The primary focus of Zelenskyy’s remarks was the urgent need to prepare for the next winter. He stated that all regions have developed resilience plans, and now the emphasis is on building and reinforcing protections. This includes state-level efforts to replenish air defense missile stocks, particularly anti-ballistic missiles. Funding has been allocated not only for defense but also for strategic facilities, water supply, energy infrastructure, and the protection of cities and villages.
Zelenskyy acknowledged that while some communities have fully implemented their plans, others are underperforming. He pledged to work with all communities to ensure citizens receive adequate protection. Financial Challenges and International Support
The president mentioned strong agreements for 90 billion in funding but acknowledged existing obstacles. He expressed hope for resolving these financial issues, emphasizing that the country’s strategic matters depend on its leadership. Zelenskyy also noted the importance of communities remaining active, with businesses operating and people living their lives. He thanked the Zakarpattia region for successfully relocating many businesses due to the war, which has created jobs and supported local budgets.
Minority Rights and Education Reform
A significant portion of the discussion involved the rights of national minorities, particularly the Hungarian community, and ongoing education reforms. Representatives highlighted progress in allowing children to study in both Ukrainian and their mother tongue, such as Hungarian. The goal is for students to be proficient in Ukrainian, Hungarian, and English. This initiative aims to counter past instances of nationality-based persecution.
However, challenges remain with the reform of high schools. The demographic crisis affects many communities, including the Hungarian and Romanian populations in Zakarpattia and Chernivtsi regions. These communities struggle to meet the criteria for opening multiple classes and specializations under the new high school reform. While mountain settlements have received exceptions, these have not yet extended to the Hungarian and Romanian communities.
Proposals are being prepared to ensure that each community can maintain at least one high school. The key issue remains funding, as maintaining these schools incurs significant costs for small communities. The loss of schools, kindergartens, cultural centers, and libraries could lead to the decline of villages and the emigration of skilled individuals. The preservation of these educational institutions is seen as vital for nurturing Ukrainian intellectuals from minority communities.
Veteran Policy and Rehabilitation Centers
The mayor of Berehove, Ztoron Babag, thanked President Zelenskyy for his repeated visits, noting the mutual respect this signifies. He also praised the work of local officials in maintaining stability. A key proposal focused on veteran policy and the development of rehabilitation centers, particularly in Zakarpattia, which has abundant thermal waters.
The mayor highlighted the potential for using these thermal waters to create comprehensive rehabilitation complexes for military veterans, the elderly, and children affected by the war. This initiative could also contribute to medical tourism. Zelenskyy acknowledged the idea as very good, emphasizing the need for careful consideration of all expenses during wartime but expressing optimism about the project’s potential.
Moving Forward
President Zelenskyy indicated that similar issues with the Romanian community have been resolved and expressed confidence in finding a solution for the Hungarian community as well. He committed to working with the Ministry of Education and involving European partners and investors in developing projects, particularly those requiring substantial funding. The president stressed that while wartime necessitates careful financial management, promising ideas will be pursued.
The discussion underscored Ukraine’s ongoing efforts to strengthen its defenses, manage financial resources, and address the needs of its citizens and minority communities amidst the challenges of war.
