Samira Bront, defense director at ADS, which represents companies in the defense, aerospace, and security industries, expressed deep frustration over the missing Defense Investment Plan. “We’ve welcomed the government’s announcement within the strategic defense review and the defense industrial strategy,” Bront stated. “The defense industrial strategy sets out the direction of the capability that we need to make sure that we can meet the threats for today and the threats for tomorrow. So the defense investment plan in essence is the financial roadmap of capability and technology that we will need.”

However, the lack of this financial roadmap is having a severe impact. “We have significant concerns historically around feast and famine funding cycles and now we’re seeing huge impacts to the supply chain and specifically who might actually have to leave our sector,” Bront explained. Businesses are unable to invest in future capabilities without clear signals from the government about future demand. This uncertainty forces many skilled workers to consider leaving the defense industry for other sectors.

The delay in the defense investment plan is not just an administrative issue; it carries a significant financial cost. “For every funding delay, you know, with inflation and rising costs and energy costs, ultimately it will cost more money in the long run,” Bront warned. While the government has announced some large contract wins, such as deals for Typhoon jets and new helicopters, a lack of transparency remains. “We haven’t seen, you know, what the value of those contracts are, are they contract additions or are they new contracts, so we just need a little bit more transparency,” Bront urged. She emphasized that these decisions need to happen immediately.

When asked about how the current conflict might end, General Shirreff outlined two primary possibilities. “One is the Americans and the Israelis recognize that this is going nowhere that they have culminated despite this ferocious bombing campaign,” he explained. In this scenario, Iran would likely secure a favorable deal. “The alternative… is frankly for the Americans to escalate and this turns into a ground war, which would be an absolute catastrophe.”
