Senator Gary Peters, the top Democrat on the Senate Homeland Security Committee, stated that Republicans are blocking funding for vital agencies like the Transportation Security Administration (TSA), FEMA, and the Coast Guard. He claims this is a tactic to force Democrats to approve more money for ICE, an agency he asserts is already well-funded.

Over a year ago, his family’s life was shattered when his parents and five siblings were stopped at a checkpoint while driving from South Texas to Houston for his sister’s medical treatment. His sister had recently undergone surgery for a brain tumor and was experiencing worsening symptoms. Despite explaining the emergency medical situation, the entire family, including U.S. citizen siblings, was deported. Garcia, who was out of state visiting relatives, was left to finish high school alone and manage the family home.

“You can say all you want about these awful immigration policies don’t impact U.S. citizens, but that’s a lie. My family was ripped apart from me and my future along with them.”

Garcia’s mother later shared that his sister cannot receive the necessary specialized care in rural Mexico because she is not a Mexican citizen. Her condition, a novel medical issue requiring expert attention, is deteriorating daily, mirroring the problems she faced before her brain tumor diagnosis.

Democrats’ Stance: Fund TSA, Impose ICE Guardrails

Senator Peters explained the ongoing legislative battle. “We have voted over 10 times to fully fund the TSA, while Republicans have voted against that funding every single time,” he stated. CISA is particularly critical, Peters noted, especially given the ongoing cyber threats from Iran, with whom the U.S. is currently in conflict. He highlighted that despite these threats, a third of CISA’s cyber professionals have been cut.

The core of the Democratic proposal is to establish “guardrails” for ICE agents. “When federal agents are on the roads, they can’t engage in activities outside of what we expect of our local police, the same kind of rules and guidelines,” Peters explained. He asserted that Republicans are refusing these common-sense restrictions, even as Democrats have repeatedly tried to pass funding bills for TSA, FEMA, and CISA through unanimous consent. Each attempt has been met with Republican objections.

Peters directly accused Republicans of using essential services as leverage. “They’re basically holding TSA, FEMA, the Coast Guard, as well as CISA, our cybersecurity agency, hostage,” he said. “They’re saying no, we aren’t going to fund those agencies unless you give us more money for ICE, which already has plenty of money to do what they’re doing.” He emphasized that ICE received significant funding in the previous year’s budget and has more than enough resources.

The senator stressed that the majority of Americans find the current situation unacceptable. “The vast majority of the American people think that is unacceptable,” Peters concluded. Democrats intend to bring these funding bills forward again, contingent on Republican agreement, to ensure TSA, FEMA, and the Coast Guard can be funded without further delay.
