Historic Sites and Homes Under Fire
Among the targets hit was a 17th-century church located in Lviv’s historic old town, a UNESCO World Heritage site. Ukrainian President Volodymyr Zelensky condemned the attack, calling it a sign of Russia’s “absolute depravity.” Images from the International Space Station showed the capital, Kyiv, under siege, with streaks of light believed to be Russian missiles illuminating the night sky. The explosions over Kyiv were also visible in the footage.
Civilians Bear the Brunt of Attacks
The assault involved a massive wave of 400 drones overnight, supported by missile and artillery fire. Residents in Zaporizhzhia described being woken by a loud explosion. “Everything was on fire on our floor,” said one resident who managed to escape with their 3-month-old child to an underground shelter. “My car is destroyed. All of our windows were blown out.” These attacks on civilian areas and infrastructure are raising concerns among experts about a potential Russian spring offensive. They warn that Ukrainian civilians are increasingly becoming targets, with strikes on energy and other vital infrastructure cutting off access to electricity, water, and heat.

He emphasized that Russia’s attacks would not stop, even after Ukraine survived the winter. Russia aims to cripple Ukrainian society by targeting critical infrastructure, as major breakthroughs on the front lines seem unlikely.
Evolving Russian Tactics
The sheer scale of the attack, with roughly a thousand drones in 24 hours, raises questions about Ukraine’s air defenses, which are known to be running low on munitions. Biliskov explained that Russia might find it difficult to sustain such a tempo of attacks, as programming each drone takes time. However, Russia is adapting its tactics. The launch of attacks in two waves, during both night and day, is a new development. This strategy aims to overwhelm Ukrainian defenses when munitions may have been depleted from an earlier night assault, making the daytime attack more effective and deadly. “This is another sign that Russians are constantly evolving in zero deadly tactics of attacking Ukrainian civilians and zero infrastructure,” Biliskov noted.
Spring Offensive and Global Attention
Biliskov clarified that these infrastructure attacks should be separated from fighting on the front lines. While there has been an increase in fighting intensity, with significant Russian casualties reported recently, the strikes on infrastructure represent a separate campaign. The only strategic link is Russia’s belief that destroying infrastructure is a viable strategy given the limited prospects for territorial gains on the front. The discussion also touched upon how global attention shifting to other conflicts, like the situation in Iran, might affect Ukraine. While there are no immediate direct negative effects on Ukraine’s fighting capabilities, Ukrainian officials are pragmatic. They consider the risks of increased competition for air defense interceptors and potential balance of payment issues for partners supporting Ukraine. Debates within Ukraine also include the opportunities that arise from their expertise in drone warfare.
