NYPD’s Global Network Fights Terrorism at Home

In the face of escalating global conflicts, the New York City Police Department (NYPD) is using a unique, worldwide intelligence network to protect its residents. This sophisticated operation, largely unseen by the public, aims to identify and stop threats before they reach American soil. MSNOW gained rare access to the NYPD’s counterterrorism efforts at One Police Plaza, revealing the critical role of its international liaison program.

A World Connected: The NYPD Liaison Program

Rebecca Weiner, the head of Intelligence and Counterterrorism at the NYPD, explained the vital importance of the department’s Liaison Program. “Having real-time reliable information from around the world is incredibly important to help us figure out how to better protect New York City,” she stated. This program is unlike any other in the United States. It places NYPD officers in 16 key cities across the globe, including four in the Middle East: Amman, Jordan; Tel Aviv; Doha; and Abu Dhabi.

Intelligence from the Front Lines

From the Joint Operations Center at NYPD headquarters, officers monitor global events closely. During a confidential briefing, information about missile and drone attacks in conflict zones was shared. “We are getting roughly like four or five missile attacks a day and roughly like 20-odd drone attacks,” an officer noted, highlighting the intensity of the threats being monitored. The program’s mission is to understand threats at their source. “The closer we can understand it to the ground where it’s emanating from, the better we can protect it,” Weiner said. This intelligence is immediately sent back to New York City.

Responding to a Changing Threat Landscape

The current geopolitical climate has intensified the need for this global reach. Since the start of the war in the Middle East, several terror-related incidents have occurred in the United States. These include a shooting at a Texas bar, alleged improvised explosive devices (IEDs) near the New York City mayor’s home, a shooting at Old Dominion University, and a truck attack on a Michigan synagogue and school. Weiner described the current threat environment as “incredibly varied” and “very dynamic,” reaching levels not seen in two decades. She expressed concern about “idiosyncratic individuals, lone actors who are radicalizing, mobilizing toward violence,” calling the situation “unprecedented in many ways.”

A Legacy Born from Tragedy

The NYPD Liaison Program was established in the aftermath of the September 11th attacks. Since its inception, the program has shared intelligence with law enforcement agencies worldwide. These efforts have helped thwart plots, such as a planned vehicle ramming in Germany and the dismantling of a terrorist cell in Spain. Successes have also been recorded on American soil. The New York City Police Foundation, a non-profit group, provides funding for this crucial program. Weiner stressed its importance, especially in the current climate.

New Yorkers’ Concerns and Federal Cooperation

While the NYPD operates with high vigilance, the ongoing conflicts raise concerns among New Yorkers. Many remember the heightened security measures and anxieties following September 11th. The idea of being drawn into conflicts, especially those perceived as “wars of choice,” is a frustration for some. “We’ve felt safe for a long time now. And, you know, no one wants to go back to the days where we were daily asking ourselves what the counterterrorism, you know, concern was,” one resident expressed. The importance of federal and local cooperation to counter these threats cannot be overstated, especially given New York City’s status as a prominent global target. The NYPD has long operated with a heightened level of preparedness, functioning in part as a paramilitary organization since the 9/11 attacks.

The Challenge of Lone Actors

A significant concern highlighted is the rise of lone wolf attacks. These acts of violence by individuals radicalized online are difficult to predict and prevent. “The lone wolf attacks are a completely different story. And that can happen anywhere, unfortunately, anywhere in the country,” a commentator noted. While New York City is a potential target, the threat is not confined to one location. The challenge lies in addressing threats that can emerge from unexpected sources and individuals.

Looking Ahead

As global tensions persist, the NYPD’s international intelligence network will remain a critical tool in safeguarding New York City. The program’s ability to gather real-time information from around the world is essential for staying ahead of emerging threats. The effectiveness of this global-local partnership, coupled with efforts to counter radicalization and lone actor threats, will be crucial in maintaining the safety and security of the city in the years to come.
