The intelligence gathered by these liaisons offers a ground-level perspective that is invaluable. “The closer we can understand it to the ground where it’s emanating from, the better we can protect,” Winer said. The program helps identify specific threats, such as a recent incident targeting a synagogue in Liege, Belgium, or firebombings of ambulances in London. Local police insights are essential for understanding the nuances of these events and their potential impact on New York City.

“Having that local understanding that local police have of what’s happening that really only local police can give you, that granular, this is what’s happening in our area and this is why it matters to you. That’s something that only a liaison officer can offer.”

Addressing a Complex Threat Landscape

The NYPD’s heightened vigilance comes amid a surge in domestic terror incidents. Recent events across the United States, including a shooting at a Texas bar, alleged improvised explosive devices (IEDs) near the New York City mayor’s home, a shooting at Old Dominion University, and a truck attack on a Michigan synagogue, underscore the volatile nature of the current threat landscape.

Winer described the situation as “unprecedented in many ways.” She highlighted the dual challenge of dealing with “idiosyncratic individuals, lone actors who are radicalizing, mobilizing toward violence, often in really unpredictable ways” alongside “a well-established threat from an Iranian government that is used to projecting threat.” This intelligence is then used to inform the physical deployment of uniformed officers to protect vulnerable locations throughout the city.

A Legacy of Vigilance Since 9/11

The NYPD liaison program was established in the aftermath of the September 11th attacks. Recognizing the critical need for effective intelligence sharing, department leaders aimed to enhance the safety of New York City and other urban centers. “Having the placement and the relationships and the intelligence flow incredibly important,” Winer noted.

Since its inception, the program has reportedly helped thwart numerous extremist plots globally. Success stories include disrupting a vehicle ramming incident in Germany and dismantling a terrorist cell in Spain. Domestically, the program has flagged potential threats, such as an individual planning to build an IED in Midlothian, Texas, and another plot averted in North Carolina on New Year’s Eve.

Winer stressed that the program is “cost-neutral to New Yorkers” thanks to the support of the New York City Police Foundation. This backing allows the vital work of the liaison program to continue, especially during times of heightened global instability.

With the ongoing conflict in the Middle East potentially lasting for weeks or months, the NYPD plans to further rely on its liaison network and other counterterrorism resources. “The threat environment is incredibly varied. It’s very dynamic and it is at one of the more elevated places that we’ve seen in the last two decades,” Winer concluded.
