The incident, which occurred near the e-gate concourse, shows the woman crying out as officers appeared to handcuff her. Bystanders filmed the event, with some on social media claiming the woman was accompanied by her distressed daughter.
San Francisco police, whose airport bureau responded to a 911 call, confirmed that city police were not involved in the arrest. They learned the incident involved federal immigration officials and stated they would not assist in federal civil immigration enforcement, aligning with the city’s long-standing sanctuary policies. An SFO spokesperson emphasized that the arrest was not related to the recent deployment of ICE agents to assist TSA workers at other airports across the country.
Officials Condemn Arrest, Raise Concerns
The arrest quickly drew sharp criticism from local and national leaders. San Francisco Mayor London Breed called the video “disturbing” and reiterated the city’s policy of non-cooperation with federal immigration enforcement. Former House Speaker Nancy Pelosi and Congressman Kevin Mullin issued a joint statement expressing outrage, stating, “After killing people in our streets and detaining US citizens, ICE has lost all credibility and trust with the public.” They demanded answers regarding the mother and child’s condition and the grounds for their detainment.
The Department of Homeland Security later identified the arrested individuals as Angelina Lopez Jimenez and Wendy Gonzalez Lopez. According to DHS, Lopez Jimenez attempted to flee and resisted officers while being escorted for processing. The agency stated they are working to repatriate the family to Guatemala. However, immigration attorneys noted that individuals with removal orders can legally remain in the country while pursuing appeals, suggesting the situation might be more complex than initially presented.

Former DHS and White House official Andrea Flores described the plan as “confusing and new” and “very unprecedented.” She questioned the training of ICE agents for aviation security, noting that TSA officers undergo extensive specialized instruction. “Skills are that are required specialized instruction, hands-on practice, and ongoing reertification,” the union representing TSA employees stated. “You cannot improvise that and putting untrained personnel at security checkpoints does not fill a gap, it creates one.”
Debate Over ICE Presence and Mask Policy
Flores also raised concerns that the presence of armed ICE agents in public spaces like airports could make travelers uncomfortable and scared. She pointed out that airports are official ports of entry where immigration enforcement occurs daily, but a broad ICE presence could deter immigrants, even those with legal status, from traveling freely. “A place like airports also don’t really make sense,” she added, comparing it to sensitive locations like schools and hospitals that ICE historically avoids.
Adding to the controversy, President Trump advised ICE agents not to wear masks while assisting at airports, contrasting with his stance on masked agents during immigration enforcement on streets. This directive led to reports of unmasked ICE agents at airports, with some attempting to avoid cameras. “It just feels unamerican to keep having a masked police force,” Flores commented, expressing hope that this signaled a broader move away from masked law enforcement.
Uncertainty and Lingering Questions
The effectiveness and duration of the ICE agent deployment remain unclear. With no defined operational plan and limited information on their specific roles, questions linger about how much they can truly help shorten lines. “It’s really unclear, right? Because we don’t really know what they’ve been asked to do yet,” Flores stated. She anticipates potential further integration as plans develop but notes the situation is unsustainable.
The San Francisco arrest, though officially unrelated to the TSA support deployment, highlights the broader tensions surrounding immigration enforcement and federal authority. As the government shutdown continues, the use of ICE agents in airports raises concerns about politicization of immigration policy and the potential impact on public trust and safety. The SFPD officers remained at the scene to maintain public safety and were not involved in the incident. Under our city’s long-standing policies, local law enforcement does not participate in federal civil immigration enforcement. Those policies keep us safe and will not change as long as I’m mayor.
An SFO spokesman said, “We understand federal officers were transporting two individuals on an outbound flight when this incident occurred. We believe this is an isolated incident and have no reason to suspect broader enforcement action at SFO.”
