Haugen, speaking to the UK’s Science, Innovation, and Technology Committee, argued that these algorithms are not inherently harmful but become dangerous when optimized solely for time spent on platform and interaction volume. This focus, she explained, often rewards content that provokes strong negative emotions, leading to increased addiction and advertising revenue for tech giants.

Algorithms: Not Inherently Evil, But Dangerously Optimized

Algorithms are essentially sets of instructions for computers. Simple examples include chronological feeds or search functions. However, the problem arises when these instructions are specifically designed to keep users hooked, a practice known as engagement-based optimization. Haugen clarified that while individual engineers may not set out to harm society, the business model prioritizes profit above all else. This lack of clear human accountability is particularly worrying given that the ultimate decision-makers, the billionaires running these trillion-dollar companies, have the power to prioritize user well-being and rights but often choose not to. This situation is exacerbated by what Haugen described as the “age of the triumphant tech bro,” where a specific business culture may overlook potential harms.

The Need for Regulation: Lessons from Other Industries

Haugen drew parallels between social media companies and industries like tobacco, alcohol, and finance, suggesting that similar regulatory approaches might be necessary. She advocated for a principles-based approach that includes transparent optimization targets, giving researchers and governments visibility into how these algorithms work. Furthermore, she stressed the importance of the right to reset algorithms, crisis protocols, accountability in the advertising supply chain, and, crucially, liability for the harms caused. Haugen warned that without a comprehensive package of reforms, individual solutions can be easily circumvented, and enforcement becomes impossible.

Parliamentary Scrutiny and User Controls

The UK’s Science, Innovation, and Technology Committee has shown a keen interest in these issues, having previously questioned representatives from Google, TikTok, X, and Meta. The committee expressed frustration with the platforms’ lack of clear answers regarding their response to misinformation and events like the Southport riots. While user controls, such as a button to turn off algorithmic feeds, have been suggested as a potential solution, Haugen cautioned that these alone are insufficient. Companies driven by profit will always seek ways to maximize engagement, and without broader regulatory changes, the burden often shifts back to the user.

Moving Forward: Changing Incentives is Key

Ultimately, Haugen believes that the persistence of exploitative business models in social media hinges on changing the underlying incentives. “It’s all about incentives,” she emphasized, highlighting the need to alter the system that allows for extractive and exploitative practices. The ongoing discussions in the UK Parliament, she noted, are a crucial step in this direction, offering hope for meaningful change in how technology companies operate and the impact their algorithms have on society.
