KYIV – Ukrainian President Volodymyr Zelenskyy has outlined urgent measures to rebuild the nation’s energy infrastructure and prepare for the coming winter. The effort comes as the country faces significant funding challenges, with a crucial European support package still pending.

Energy Sector Overhaul Underway

President Zelenskyy announced that resilience plans for all Ukrainian regions have been approved and are now being put into action. This initiative aims to restore facilities damaged by Russian attacks over the past winter. “Road repairs after the winter are underway,” Zelenskyy stated, emphasizing the need for communities and regional authorities to act swiftly. He stressed that every critical facility must be protected, with clear directives given to regions and major cities concerning alternative energy generation and infrastructure restoration.

Government officials have secured resources and made decisions to integrate additional co-generation units into the national power system. These units can produce both electricity and heat, significantly improving energy efficiency. This work is already active at 245 sites across Ukraine. Zelenskyy acknowledged that the effort is proceeding despite a real problem of insufficient funding.

European Funding Remains Blocked

A major obstacle identified by the President is the stalled European support package of 90 billion euros. “It is a problem that Europeans have not yet been able to find a solution and deliver on what they promised,” Zelenskyy noted. He specifically mentioned that 5 billion euros from this package were earmarked for winter preparations and rapid recovery efforts. While acknowledging the delay, Ukraine continues to hope for a resolution and is currently operating with available resources.

Internal Security and Veteran Support

Beyond energy concerns, President Zelenskyy received a report from the Minister of Internal Affairs, Ihor Klymenko. The report covered various issues, with particular thanks extended to units of the National Guard, Border Guard Service, and National Police. These forces, alongside other defense and security units, are actively defending the state. The meeting also focused on the logistical needs of these units. Special attention was given to programs supporting veterans, including rehabilitation, treatment, and ongoing care through the Ministry of Internal Affairs system.

Expanding Global Security Cooperation

Ukraine is actively pursuing broader international cooperation to enhance its security and collective strength. The nation is engaging with countries targeted by Iran’s drone program, leading to new agreements. Ukraine plans to increase its presence in various security formats, which is expected to boost its export capabilities and defense potential.

Minister of Foreign Affairs Dmytro Kuleba participated in a joint meeting with European and other partners to discuss the situation in the Strait of Hormuz. This waterway is critical for global trade and security. Ukraine’s expertise in maritime routes, protection, and restoring navigation could be valuable. Zelenskyy stated that if partners are ready to act, Ukraine would consider how to contribute its knowledge and technological capabilities. “Now it is impossible to imagine real security without Ukraine,” he concluded, thanking those who understand this and work collaboratively.
