The UK government is launching 'Best Start Family Hubs' to provide comprehensive support for families, revitalizing the Sure Start program. Education Secretary Bridget Phillipson detailed plans for enhanced childcare, early education, and consumer protection measures. The government also reaffirmed its commitment to regional security in the Middle East and protecting British nationals abroad.

The UK government is taking a firm stance on protecting its citizens and national interests, both at home and abroad. Education Secretary Bridget Phillipson outlined key initiatives aimed at supporting families and ensuring national security, particularly in the volatile Middle East region. The government is committed to safeguarding British consumers from economic pressures and maintaining stability in a complex geopolitical climate.
Revitalizing Family Support with ‘Best Start Family Hubs’
A cornerstone of the government’s domestic agenda is the rollout of ‘Best Start Family Hubs,’ a program designed to support families with young children. Phillipson described the initiative as a modern revival of the earlier ‘Sure Start’ program, updated for today’s needs. These hubs will offer a consolidated point of access for essential services, including parenting support, health services, and educational activities. The goal is to make these resources easily available to parents within their local communities, especially in areas facing the greatest challenges.
The program aims to be universally accessible, but centers will be specifically located in deprived areas to ensure families who face financial or logistical barriers can still access vital support. “We are targeting the centers in areas where we know that the communities face the greatest challenges so that it’s closer to home for those parents who often don’t have the money to get on a bus and travel a distance into the town or maybe don’t can’t afford to run a car,” Phillipson explained. The hubs will also extend their reach by partnering with local early years centers, churches, and libraries, creating a widespread network of support.
Investing in Early Years and Childcare
This initiative is part of a broader government strategy to bolster early years education and childcare. A significant investment of over 9 billion pounds is earmarked for expanding childcare entitlements. This aims to help parents balance work and family life while ensuring children receive a high-quality early education. Additionally, the government is expanding free school meals and introducing more free breakfast clubs. A key policy change highlighted is the end of the ‘two-child limit’ on benefit claims, a move expected to lift many children out of poverty.
Addressing Sensitive Issues: Single-Sex Spaces and Gender Guidance
The conversation also touched upon the sensitive issue of single-sex spaces and guidance for schools regarding gender-questioning children. Phillipson clarified that the government is following standard procedures in reviewing guidance related to the Supreme Court’s ruling on single-sex spaces. She emphasized her personal belief in the importance of fairness, integrity, and safety in women’s sports and the need for single-sex spaces.
Regarding schools, Phillipson stated that guidance on supporting gender-questioning children is being developed. “We’ve set out the approach around how schools can support children, how they can manage that on what is clearly a sensitive issue if we’re talking about children’s well-being,” she noted. The intention is for this school guidance to be in place by the start of the academic year in September. Phillipson also addressed the Olympic authorities’ rulings on women’s sport, stating her belief in fairness and safety for women and girls in sports, while also acknowledging the rights of transgender individuals to live free from discrimination.
UK’s Role in Middle East Security and Consumer Protection
On the international front, Phillipson addressed concerns about potential military action in the Middle East and the security of vital shipping lanes like the Strait of Hormuz. The government’s position, as outlined by the Prime Minister, is to provide defensive capabilities and protect British nationals and allies, but not to engage in offensive actions. “We want to see a deescalation of the conflict,” Phillipson stated, expressing concern over the regional impact.
The UK is already actively involved, with RAF pilots having flown a thousand flying hours to shoot down drones and provide air cover. This defensive role is expected to continue. The government is also focused on protecting British consumers, particularly concerning energy prices. Phillipson reassured the public that the energy price cap will remain in place for some time, aiming to mitigate the economic fallout from international instability.
Regarding reports of British citizens facing legal issues in the UAE for photographing attacks, Phillipson confirmed the government’s commitment to supporting its nationals abroad. “We will of course provide support to British nationals abroad and we would expect to have consular access to any affected British nationals,” she assured.
Enhancing Public Health Through Family Hubs
Looking ahead, the ‘Best Start Family Hubs’ are also seen as a valuable platform for improving public health outcomes. Phillipson highlighted the potential for these hubs to increase vaccination rates. “We think there is a really good opportunity here to provide more opportunities for vaccination close to home,” she said. This includes childhood vaccinations, flu jabs, and responses to public health alerts like meningitis. Collaboration between the Department for Education and the Department of Health is underway to ensure these hubs effectively reach families and promote healthy childhoods.
