Iran Accused of Using Criminals in UK Attacks

A group with alleged ties to Iran has claimed responsibility for an attack on four ambulances belonging to a Jewish charity in North London. The group, whose name translates to Islamic Movement of the Companions of the Right, said it set fire to the vehicles. Police are currently investigating this claim, while UK intelligence services are keeping an open mind about Iran’s potential involvement.

Expert Explains Iran’s Proxy Tactics

Sarjon Gohal, international security director at the Asia-Pacific Foundation, discussed Iran’s methods in a recent interview. He noted that while the group’s claim of responsibility for the ambulance attack is currently unsubstantiated, the group has also claimed other incidents, including attacks on synagogues in Belgium and the Netherlands. Gohal pointed out that Iran has a history of hostile state surveillance activities in the UK, with around 20 plots having been disrupted. He also highlighted that not only Jewish religious institutions but also members of the Iranian diaspora living abroad have been targeted through what is known as transnational repression.

Why Iran Uses Proxies

Gohal explained that Iran often uses organized criminal groups as a tool for its operations. These groups can be used to plan targeted killings or acts of intimidation. This tactic is part of Iran’s strategy of transnational repression. It is used to target dissidents who speak out against human rights abuses within Iran. Gohal also suggested that due to current global conflicts, Iran may lack the direct means to harm major adversaries like Israel. As a result, Iran shifts its focus to antisemitic attacks against Jewish communities worldwide.

‘Useful Idiots’ in the Recruitment Process

The communication between Iran and these proxy groups can be complex and often unclear. Gohal stated that encrypted messaging apps like Telegram are sometimes used. In other instances, individuals from organized criminal groups are recruited to create a gap, offering plausible deniability to the Iranian regime. He described how individuals like drug dealers could be unwittingly recruited by Iranian agents. They might be used for activities such as contract killings or causing damage to infrastructure. Gohal referred to these individuals as “useful idiots,” suggesting they may not even be aware of or connected to the Iranian regime’s true aims.

“Individuals that may be drug dealers on the street. Uh, they could actually be unwittingly recruited by Iranian agents for the purposes of doing murder for hire or to cause infrastructure damage.”

This tactic of using individuals who are unaware of their handlers’ true motives is not unique to Iran. Gohal mentioned that countries like Russia have also been accused of similar practices. The entity most frequently scrutinized for these activities is the Islamic Revolutionary Guard Corps (IRGC).

Antisemitic Nature of the Attacks

When asked about the antisemitic nature of the attacks, Gohal emphasized the specific targeting of the Jewish community. The attack in North London involved setting fire to ambulances run by a Jewish charity, specifically in an area with a large Jewish population. He noted that the attack was not just about property damage; it also created significant disruption and posed a danger to firefighters due to exploding oxygen canisters. Gohal described the incident as premeditated and coordinated, not spontaneous. He expressed concern that the Jewish community is being unfairly blamed for the policies of the Israeli government, which he stated is often unrelated to the actions or views of Jewish people in the UK.

Government Response and Future Challenges

Regarding government efforts to counter such attacks, Gohal acknowledged that the UK has been investing heavily in countering transnational repression. Counterterrorism policing is actively working to foil plots, disrupt networks, and understand connections to organized crime groups. He expressed confidence in the UK’s counterterrorism policing capabilities to identify the culprits of the ambulance attack. However, he cautioned that tracing the networks behind these operations could present a significant challenge.

Looking Ahead

The investigation into the North London ambulance attack is ongoing. Authorities will continue to examine the evidence to determine the extent of Iran’s involvement and the methods used to recruit individuals for such operations. The focus will remain on disrupting these networks and holding those responsible accountable, while also addressing the broader issue of transnational repression and its impact on communities.
