Their own rules, called FIFA statutes, have penalties for teams that withdraw from the World Cup. These rules likely apply even in this situation.

In that case, FIFA would likely look to a team like the United Arab Emirates, who lost to Iraq in a previous playoff. They might be considered the next best option.

Another idea suggested is for FIFA to simply pick the next highest-ranked team in the world, no matter which continent they are from. For example, if Italy doesn’t qualify through their playoff but is the 13th highest-ranked team, some believe they should be invited. However, this idea doesn’t make much sense logically. The Asian Confederation would likely protest strongly against such a decision.

Therefore, the most logical and smooth approach, in a situation that is already difficult, is to bring in another team from the Asian Confederation. This would allow that team to fill Iran’s spot and keep the tournament structure intact. It’s the most sensible way to handle the unexpected absence of a qualified team.
