This hardline stance was highlighted by Russian Foreign Minister Sergey Lavrov on March 18th. Lavrov stated that Russia would not end the war even if Ukraine recognized Russian control over the Donbas region. The Kremlin also views the potential deployment of European peacekeepers in Ukrainian-controlled territory as an act of occupation. Analysts at the Institute for the Study of War (ISW) note that these statements challenge Ukrainian sovereignty and seek to give Moscow a veto over Kyiv’s security decisions.

Moscow continues to push for maximalist demands, including Ukraine’s withdrawal from NATO, the establishment of neutral status, and a process of “demilitarization and denazification.” The latter implies replacing Ukraine’s current government with a pro-Russian one. The ISW report emphasizes that Russia shows no sign of backing down from these conditions, even in negotiations involving the United States and Ukraine. This indicates Moscow’s preference for achieving its strategic goals through military force rather than compromise.

Russia’s intransigent stance on negotiations, coupled with Ukraine’s increasing ability to strike Russian territory, creates a volatile strategic situation. The strikes on industrial and military repair facilities like the Bodkins and Staraya Russa plants aim to degrade Russia’s war-making capacity and disrupt its logistical support. He stated that Iran supplied Shahed drones to Russia and, in return, assisted Moscow in improving and adapting this technology. Ukraine had previously warned Iran about the potential misuse of these drones against civilians. Zelensky noted that Iran denied extensive cooperation, claiming they only sold components. However, he asserted that Russia has since established its own drone production, potentially incorporating Iranian and Ukrainian technological insights.

In a separate development, the report touches upon an alleged assassination attempt on Iran’s new Supreme Leader, Ali Khamenei’s, office head, Mazaher Husseini. The incident, which reportedly occurred on March 13th, led to the deaths of family members but not Husseini himself, who was reportedly in a garden at the time of the strike. The report also mentions Israeli strikes that killed senior Iranian security officials, including IRGC commander Gholamreza Soleimani and National Security Council Secretary Ali Larijani. On March 17th, the European Commission provided Ukraine with draft negotiating positions for three key clusters related to its EU accession. These clusters cover areas such as competitiveness and inclusive growth, the green agenda and sustainable connectivity, and resources, agriculture, and cohesion policy. This development allows Ukraine to proceed with negotiations across all six required clusters for EU membership.

Ukrainian Deputy Prime Minister for European Integration, Olha Stefanishyna, expressed gratitude for the support from the Danish and Cypriot presidencies, as well as the European Commission. The “front-loading” mechanism enables Ukraine to make technical progress in accession talks, demonstrating a commitment to its European future even amidst wartime challenges. President Zelensky also indicated readiness for dialogue with Israeli Prime Minister Benjamin Netanyahu, suggesting a willingness to engage in diplomatic discussions where common interests align.
